Dr. Paula-Ann Francis is the Founder & CEO of Refresh TMS, which she established in 2013 with a vision of delivering personalized, advanced, results-driven care. In 2025, she expanded her practice by founding Ketamine Clear.

With over 20 years of experience in the field of psychiatry, Dr. Francis is board-certified in both General Psychiatry and Forensic Psychiatry by the American Board of Psychiatry and Neurology (ABPN).
